The LSM Program Manager will provide senior-level leadership and oversight for the Landing Ship Medium (LSM) program, serving as the primary point of contact between the organization and the U.S. Navy for program execution and all related contractual matters. This role is responsible for the direction, coordination, implementation, execution, control, and completion of the LSM program, including management of cost, schedule, staffing, engineering, procurement, accounting, subcontractor performance, and customer requirements. The Program Manager will lead cross-functional teams, manage customer and government relationships, oversee program risks and deliverables, and ensure the LSM program is executed in accordance with contractual obligations, established schedules, applicable regulations, and organizational standards.

Responsibilities:

• Serve as the primary point of contact with the U.S. Navy for all aspects of the Landing Ship Medium program, including program execution, customer requirements, deliverables, and contractual matters.
• Lead, manage, and provide direction to the LSM program team to ensure timely achievement of program milestones, objectives, and deliverables.
• Direct and coordinate program activities across engineering, procurement, accounting, operations, subcontractors, vendors, and other supporting functions.
• Develop and maintain comprehensive program schedules, priorities, status reports, forecasts, and risk mitigation plans.
• Manage program cost and schedule performance, including developing Estimates at Completion (EAC) based on actual and projected costs.
• Interface with customers and stakeholders regarding program performance and negotiate approved cost, schedule, and scope changes as required.
• Ensure program execution remains aligned with customer requirements, contractual obligations, internal standards, applicable regulations, and established processes.
• Monitor program progress, identify issues and risks, develop solutions, and initiate modifications to schedules, plans, and execution strategies when necessary.
• Facilitate effective communication and collaboration among customers, government stakeholders, subcontractors, vendors, and internal program personnel while maintaining awareness of emerging issues and concerns.
• Coordinate regulatory and customer inspections and provide leadership with clear reporting on program progress, problems, risks, and recommended corrective actions.

Requirements:

• Bachelor’s degree in Business Administration, Accounting, Engineering, Construction Management, or a related discipline.
• Minimum of 5 years of program or project management experience specifically within government or commercial shipbuilding environments.
• Demonstrated supervisory, management, or team leadership experience within a shipbuilding or related program environment.
• Experience supporting U.S. Navy programs, including familiarity with government procurement, acquisition, or contracting processes.
• Working knowledge of the Federal Acquisition Regulation (FAR) and a sound understanding of government contract law and contractual requirements.
• Demonstrated experience managing complex programs involving engineering, procurement, finance/accounting, subcontractors, vendors, and other cross-functional organizations.
• Proven ability to develop and manage program schedules, budgets, forecasts, cost projections, risks, and performance metrics.
• Experience managing and negotiating customer-driven cost, schedule, scope, or contractual changes.
• Exceptional verbal and written communication skills, with the ability to effectively communicate with U.S. Navy representatives, senior leadership, employees, subcontractors, vendors, and other stakeholders.
• Strong leadership, interpersonal, organizational, and time-management skills, with the ability to supervise personnel, prioritize multiple projects, manage competing requirements, and proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
