Role Overview
Senior Health, Safety, Security and Environment (HSSE) Manager responsible for developing, implementing, and embedding HSSE policy within a large-scale CO₂ transport and storage infrastructure project. The role focuses on safe execution, testing, commissioning, and transition into operations, while fostering a strong, open, and learning safety culture across a growing project organisation.
Responsibilities
- Support management in building and sustaining an open, healthy, and learning safety culture
- Develop, implement, and maintain HSSE policy throughout project execution and transition to operations
- Ensure HSSE management follows a structured PDCA (Plan-Do-Check-Act) cycle, including reporting and continuous improvement
- Act as primary HSSE interface with regulatory authorities and supervisory bodies, including SodM
- Ensure project execution complies with:
- Applicable legislation and regulatory frameworks
- Internal HSSE policies and standards
- Prepare the organisation from an HSSE perspective for:
- Testing phases
- Commissioning
- Start-up and operational readiness
- Further develop and expand the HSSE Leadership programme
- Maintain and update the project HSSE risk register
- Analyse safety data, identify trends, report findings, and implement improvement actions
- Lead and support incident investigations
- Communicate HSSE policy and performance internally and externally
- Collaborate closely with HSE advisors and the HSSE manager of the operating organisation
Requirements
- Completed recognised safety training (HVK or MSc in Safety, Health & Environment or equivalent)
- Minimum 7 years’ experience leading HSSE in a project environment
- Proven experience in senior HSSE roles within:
- Project-based organisations
- Process industry and/or Oil & Gas sector
- Strong experience with complex projects in the execution phase
- Demonstrated ability to build and embed HSSE management systems
- Experience fostering a strong HSSE culture in growing or evolving organisations
- Solid knowledge and application of Dutch and European HSSE legislation (onshore and offshore)
- Experience working with regulatory authorities and supervisory bodies, including SodM
- Experience conducting and leading incident investigations
- Excellent communication skills in both Dutch and English (spoken and written)
Preferred Skills
- Experience setting up HSSE frameworks in a newly established organisation
- Experience with testing, commissioning, and start-up phases
- Knowledge of and experience with the Offshore Safety Directive
- Background in organisations transitioning from project execution into operations
